This course meets the requirements of STCW as revised by Manila Amendments 2010, is AMSA approved and follows AMSA’s MT09 syllabus.

This course provides essential training for deck officers who have insufficient sea time in the last five (5) years to revalidate their Australian Certificate of Competency (COC) issued by AMSA (2nd Mates, Mates or Masters) as required by Marine Orders Part 3.
This course meets the requirements of STCW as revised by Manila Amendments 2010, and is AMSA approved.
Seafarers who satisfy the sea time requirements of AMSA for the last 5 years may only be required to demonstrate continued competence in firefighting and sea survival by attending the two-day refresher course. If you are in doubt about what you are required to attend, please contact AMSA for a determination to be made. Refer to the AMSA website(opens in a new tab) for further information on revalidation.
This course covers elements of A and Part B, which includes the following course content
Cargo operations, including:
- Carriage of hazardous and dangerous goods
- Cargo securing arrangements—equipment and documentation
- IMDG Code amendments and revision
- IMO Codes for bulk and other cargoes."
Vessel stability review, including damage stability, cargo loading and ballast management simulation involving stresses.
Recent developments in international and national legislation concerning safety of life at sea and protection of the marine environment, including amendments to the MARPOL, STCW, MLC and Loadline, SOLAS conventions, and other current and relevant IMO resolutions—including Res 1206 lifeboats—as follows:
- ISM Code revision
- MLC requirements and implementation
- Seacare/OHS(MI) Act amendments and application
- HSR duties revision
- Safety codes for the prevention of accidents, including review
- Confined space entry and documentation revision
- Shipboard Security/ISPS Code update
Medical care and Medical emergencies refresher, including:
- Review of nursing and medical procedures
- Current legislative requirements and new equipment updates
- ILO/IMO/WHO International Medical Guide for Ships, and associated Quantification Addendum revision.
- Common injuries and treatment methods
- Common psychosocial hazards and management/prevention strategies
- Revising and updating key concepts and principles of Bridge Resource Management (BRM), including practical BRM exercises and simulator-based training focused on leadership and management skills
- Reviewing collision regulations and buoyage systems, supported by case studies of collision and grounding incidents
- Undertaking Passage Planning training through practical exercises and real-world case studies
- Exploring “E-Nav” (electronic navigation), including current systems, emerging technologies, and equipment updates, as well as the operation and limitations of tools such as AIS and VDR
- Completing Electronic Chart Systems and ECDIS refresher* training, including operational procedures, system limitations, and hands-on simulator exercises using ARPA radar and ECDIS in an integrated bridge environment
- Participating in simulator exercises and assessments that combine all Part B and some Part A competencies
*Note this is refresher training, and if you do not already hold an AMSA-approved generic ECDIS course completion certificate and are required to serve on an ECDIS-equipped vessel, you will be required to complete a full AMSA-approved generic ECDIS course (STCW Reg ll/1 and ll/2) before AMSA will endorse your certificate of competency as ECDIS trained.
To meet the remaining requirements of Part A, you will also have to enrol in the following short courses/ skill sets
- PSC that includes all elements of PST or PSC and PST.
- SM TAFE offers this as GAC62
- Advanced Fire that includes all elements of Basic Fire or both Advanced and Basic Fire
- SM TAFE offers this as GAC59
- GMDSS Revalidation SM TAFE Offers this as S0176P
- If you need to complete the GMDSS skill set, this is offered as GAC64
All applicants for revalidation of a Masters or Deck Officers certificate of competency must hold either a valid AMSA GMDSS ROC or an AMSA GMDSS ROC Certificate of recognition.
